NVM after troubleshoot and debugging, found out that if you esp on x64 and win11, sometimes windows will force you to install x64 and newest X64 direct X
go to https://www.dll-files.com/d3dx9_43.dll.html
and download 9.29.952.3111 ARCH 32 (top one)
Replace or put it on C:\Windows\SysWOW64\ and done
